In Cura 4.11, there are settings to deal with the problems that can
occur with horizontal holes  - 'hole horizontal expansion' and other
settings. More generally, print test cubes and adjust extrusion, etc. It
is probably best to make the drawing accurately to the size of the
object, and then, then any size adjustments will depend on how the item
is made, unless you are making the equivalent of a pattern for metal
casting, say, and have to allow for shrinkage to get to the final
object. In the case of 3d printing, if you change the printer, you don't
want to go back and change the drawings.
