It doesn't have to be free, just cost effective.
Self-hosting as an option is preferrable. Right now I try to be lean so I
use cheap providers anywhere I can, but we can probably take a hit doing
some sysadmin work to set things up properly on a VPS or smth. as we might
in the future use ads as a way of paying for infrastructure.
Servers will likely run Ubuntu or something similar.
The technical requirement/wish is basically to have a web forum with an
email option, I guess pretty much how google groups or github issues work.

I just built a forum for someone using SMF. I think it has the email
functionality you are talking about, or at least part of it. I've never
messed with the email stuff myself, at least not yet, so I'm not sure if
it does everything you want. You might want to look into that.
It's pretty good as forum software goes. It certainly is popular. The
SMF team uses it as their support forum, of course, and that forum has
millions of posts in hundreds of thousands of topics by hundreds of
thousands of users in like fifty languages.
I like it because all of its basic functionality, including posting,
works fine and looks great even if you're using a script blocker. Try
that with Google Groups.
If it does everything you want, it wouldn't be hard to set up. Maybe an
hour or so.

I just checked about this.
The user can ask for email notifications of new posts. This can be done
per topic or per board.
By default, a user can't reply to an email and have that show up in the
forum. But someone built an extension to do that:

It's from about eight years ago, and SMF has had a major upgrade since
then, so I don't know if it still works. But all this stuff is open
source of course.

It's compatible with the latest stable version. I have not tested this
mod myself, but it's got a thousand downloads and the latest update is
from October, so that's a good sign...

http://forums.reprap.org/ use it, it is free, and apparently has a complete

I use the Reprap forums quite a lot, and I can say with certainty that I
