Oh my... How do I disable the cursor-centered mouse wheel zoom?
Checkbox under features? Registry entry on Windows?
I can't find anything that looks related.

Note that I personally prefer mouse centric zoom, so it would still be
helpful to make a case for this specific feature.
It's just a matter of personal preference. OpenSCAD is my main CAD and I use
it every day. I am very comfortable with how the zoom used to work. Whether
I work with parts, sub-assemblies or full assemblies I notice I like to have
their position centered and fixed in the 3D view when rotating or zooming.
