I guess you could 'emboss' a pattern easy enough, with the correct dough
mix, maybe a cutter for external shape, and a an inner one either lots
of pointy bits all the way through, or only part depth.

There are several examples of cookie cutters on Thingiverse that are
what you might call 'multi-level', where part of it cuts the cookie,
and other parts create a design on it.
It would require you to split up the design, and linear_extrude the
various parts individually. This would be particularly useful for both
of your examples.
