OT How to place a crosshair on a windows application.

Sorry about the OT, but I couldn't think where else to ask, I am using
OpenSCAD to design and build a Pick-and-Place machine.

This will have a microscope/webcam and I need to set (calibrate) a
target point that is then fixed to the window irrespective where the
window is on the screen.

I have found several windows apps but they all set the cross-hair on the
screen, not the window.

Can anyone suggest a way of doing this, or perhaps suggest a
webcam/microscope app that has cross-hairs ??

This is very simplistic but can be run without installing it. I've only tried
the zip file with the Windows version.
