In openscad 2015.03 when I double click on a part of the model the center of
rotation or the center of the target is moved to this point of the part. In
openscad 2019.05 I can no longer find this feature. Does anyone know how to
do this in the new version?

Yeh, sees to be broken.
If you zoom out it shows that it has centred it.
Admin - email* me if you need anything, or if I've done something stupid...

Yes, there's an issue with reading the required data in some
scenarios, but no solution yet.

It's a real shame, because it's a feature that allows me to take measurements
on the model very precisely with the test pattern activated. I go around by
going back to 15.03 for measurements.
