What about Kate? It's a Qt application, it's Linux, it should fill the bill
if you are looking for a way to see how it's done. They used to have tabs,
which is a good way to indicate multiple open windows - I hate the global
approach a la Ubuntu global menu.

If, on the other hand,  you are just looking for a widely used menu format,
look no further than Firefox. It allows you to open new instances in new
tabs, or to have separate windows. What it does not have (Kate used to have
it years ago) is an option to convert a tab into a separate window, useful
if you change your mind at a later stage.

Click a tab and drag it outside the window and a new window with that
tab will open.
