I have fixed up the user experience for the measurement tools. There are
tooltips for the various states, several measurements also give per-axis
deltas, and you can copy the outputs to the clipboard.

Just scroll down. There are four rectangles, first says "openscad-appimage-64bit". Click through to find the builds. "mxe" is Windows.

have anything to do with location (I'm in the US) or platform (Windows
Chrome)?

That works for me in either Edge or Chrome on Windows. Both are
prompting me to log in, suggesting that I'm not already logged in. From
the page shown below, click on "openscad-mxe-64bit" and then on
"Artifacts" and then the file of your choice (installer, zip, or bare
executable).

I do not see "Artifacts" but rather "Uploading artifacts"
When I click on that, a script appears:

I looked in all of the standard download places, and there is no sign of these files on my system.
