[OpenSCAD] Please explain error I made on torus

My best guess is inches v's mm and a badly calibrated printer(?)

ID from OpenSCAD 8mm x 2.54 (inch) = 20.32
OD  "           "         12mm  "                 = 30.48 (~28mm?)
Cross section d "     2mm  "                 = 5.08 (~4mm?)
